Sheila Brown, R.N., MBA, FACHE - Chief Clinical Outreach Officer
Sheila Brown is a health are executive with more than 25 years of experience in health care administration. She began her career in St. Louis, MO at BJC Health System where she served on the management team before branching into California where she joined Palomar Health in 1992.
In her role as Chief Administrative Officer, Brown oversees the operations of Palomar Health Downtown Campus in Escondido, CA, a 269-bed acute care hospital, and Villa Pomerado, a 129-bed Distinct Part/Skilled Nursing Facility. She led the Service Excellence initiative, resulting in a movement from 11th percentile ranking to the 75th percentile ranking in Patient Satisfaction nationally (Press Ganey measurement) over a three-year period. In addition, she led the Palomar Health team in obtaining the Community-Based Care Transitions Program (CCTP) with CMS, Scripps, Sharp, and UCSD hospitals, and the San Diego County Aging and Independent Services, the largest project to date funded by CMS. Recently, she secured the Palomar Health/Kindred partnership to establish a rehabilitation hospital.
Prior to becoming Chief Administrative Officer at Palomar Health Downtown Campus, Brown served as the Chief Clinical Outreach Officer at Palomar Health. Her responsibilities in that role included Behavioral Health Services, Rehabilitation Services, Skilled Nursing, Home Health, Ambulatory Care Services and Palomar Health ExpressCare Clinics where she developed the Health Districts’ first 1206 (d) and Joint Commission hospital accredited retail clinics in California, along with development of outpatient pharmacy and retail services.
Brown received her Bachelor of Science degree in Nursing from St. Louis University and a Masters in Business Administration from University of Phoenix. She is a Fellow in the American College of Health Care Executives and serves as a Board Member-At-Large for San Diego Organization of Healthcare Leaders. Brown is a past Chair (2009) for the San Marcos Chamber of Commerce and presently the Vice Chair of North County Health Services, as well as a California Hospital Association Post-Acute Care Services Board Member. Additionally, she serves on the California State San Marcos University Community Council.
On a personal level, Mrs. Brown is extremely proud of her supportive husband and two wonderful children, and is a keen advocate for strong family and community values.
