Joyce Volsch, PhD, MS, RN, NEA-BC - Chief Nursing Officer - Poway

Joyce Volsch joined the Palomar Health family in March 2020 as the Chief Nursing Officer at Palomar Medical Center Poway campus. She brings over 35 years of nursing experience and 20 years of healthcare management to our team. Joyce received her doctorate degree in Nursing from Loma Linda University in 2015. Her dissertation research focused on the effect of nursing caring behaviors on patients’ health outcomes.

Joyce started her nursing career at Loma Linda University Medical Center serving in various roles over 27 years with her last six years as the Executive Director for the Perinatal Institute. Most recently, Joyce as the Assistant Chief Nursing Officer/Vice President for Patient Care Services at Martin Luther King, Jr. Community Hospital in Los Angeles. During her time at MLKCH, Joyce led the team through successful Joint Commission and General Acute Care Hospital (GACH) relicensing surveys as well established throughput processes for improved patient flow for an Emergency Department that approached 110,000 annual visits contributing to the organization’s LeapFrog A achievement. Prior to Joyce’s position at MLKCH, she was Vice President of Patient Care Services at Memorial Care Miller Children’s & Women’s Hospital (MCWHLB) in Long Beach, CA for six years. During Joyce’s tenure, Joyce took an active nurse leader role in leading the team in achieving inaugural Magnet designation in 2013 and resignation in 2017. Joyce led the effort in achieving Joint Commission accreditation for disease specific care in pediatric asthma, the first center of excellence for MCWHLB and the only children’s hospital in CA to hold this distinction. Using LEAN methodology, Joyce led multiple process improvement projects and was the executive sponsor of Miller Children’s Value Stream which focused on appropriate length of stay (LOS) and accurate documentation for case mix index (CMI). 

Joyce is highly regarded for her skills in developing effective leadership teams who deliver on the promise of patient care excellence. She is known for her passion for the patient care experience and developing compassionate nursing leaders.
