Rehabilitation Services is made up of a multi-disciplinary team with advanced degrees and certifications, resulting in an exceptional depth of clinical expertise. Continuing Education
At Palomar Health, we support and encourage our staff to participate in on-going education. The average number of continuing education hours for our staff is 21 hours per year - nearly double the number of hours required by the state of California.
 

Our Team

Virginia Barragan, FACHE, PT, DPT, MOMT

Service Line Director

In her role as Director, Virginia Barragan manages the entire continuum of care for Rehabilitation Services and Developmental Services at Palomar Health. She leads her extensive staff of highly skilled therapists, nurses and caregivers by example. She has been a licensed Physical Therapist since 1987. She holds a Master's degree in Orthopedic Manual Therapy and has completed advanced coursework in TMJ, wound care and orthopedics. In 2003, she received a doctorate degree in Physical Therapy from Western University in Pomona, California and has continued to impact the education of future therapists by teaching at this same university. In addition to clinical skills, Virginia is a Fellow in the American Academy of Healthcare Executives and received her certification in Health Care Executive Leadership from UCSD. Virginia also oversees the Palomar Health Developmental Services grant program for North Inland funded by the San Diego County First 5 initiative. Virginia has been with Palomar Health since 2001.

   
Keyvan Esmaeili, MD

Medical Director, Rehabilitation Institute at Palomar Health Downtown Campus

 

Dr. Keyvan Esmaeili has served as Medical Director for the Rehabiliation Institute since 2002. With over 9 years under his leadership the unit has enjoyed highly successful patient outcomes.

Dr. Esmaeili received his Doctor of Medicine from the American University of the Caribbean. He completed his residency in Physical Medicine and Rehabilitation at the University of California Irvine Medical Center and completed his Transitional Medicine internship in Philadelphia, Pennsylvania. He is Board Certified in Physical Medicine and Rehabilitation and his areas of interest include Spinal Cord Injury, Brain Injury and Spasticity Management.

   
Juliana Borgatti, MA, CCC

Supervisor for Speech & Language Pathology

 

Juliana Borgatti brings a wealth of experience to Palomar Health in her role as Rehabilitation Services Supervisor. With more than 20 years of experience and with Certification in Neuro-developmental Treatment, she is regarded as one of the leading speech pathologists in California. Juliana has served as guest speaker at many local and national conferences, and has hosted national conferences on fiberoptic/endoscopic evaluation of swallowing and neuromuscular electrical stimulation of swallowing. She holds a Master's degree in Speech Pathology and a Bachelor's degree in Speech Pathology and Audiology. She is also fluent in American Sign Language.

   
Kristen Fox, MPT

Supervisor for Palomar Medical Center

With her Master's Degree in physical therapy from Concordia University in Wisconsin, and with years of practice in sports medicine, low back pain, women's health diagnoses, and geriatrics, Kristen Fox brings invaluable experience to her role as Supervisor for Palomar Medical Center.

Kristen is a graduate of the Health Care Executive Leadership Certificate Program at UCSD. She first joined Palomar Health in 2003.

   
William Levanduski, MA, OTR

Manager for Palomar Health Outpatient Services

 

William Levanduski's list of certifications is enough to know he is qualified for the job of Rehabilitation Services Manager. He is a Certified Hand Therapist (CHT), a Certified Functional Capacity Evaluator (FCE) and a Certified Ergonomic Evaluator. Additionally, he holds a Master's degree in Occupational Therapy from the University of Southern California, and a Bachelor's degree in Psychology. Bill has worked in a variety of medical settings in Southern California since 1988, including ten years in private practice. He has been with Palomar Health since 2001.  

   
Michelle Loureiro, MPT

Supervisor for
Outpatient Services - Poway

 

Michelle Loureiro has a Masters in Physical Therapy from the University of Maryland Eastern Shore. With over 13 years in Outpatient Services, Michelle brings a wealth of expertise to her role as Supervisor, specializing in Outpatient Orthopedics utilizing manual techniques and Neuromuscular re-education to enhance proper functional movement. She specializes in Women’s Health and solely created and implemented the Palomar Pomerado’s Women’s Health and Pelvic Floor programs. Michelle also performs Ergonomic evaluation for employee work stations providing improvement recommendations for optimal body mechanics. She has a special passion for running and gait mechanics and provides a visual and video gait analysis for runners to improve their performance while preventing injuries. Michelle has been with Palomar Health since 1998.

   
Jonathan Pe, PT, DPT, COMT

Supervisor for Outpatient Services - San Marcos

 

Jonathan Pe received his Bachelor’s Degree in Health Science from San Diego State University, Master’s Degree in Physical Therapy from University of St. Augustine, and Doctorate of Physical Therapy degree from Temple University. He brings invaluable experience in many clinical settings including Acute Care, Skilled Nursing, Outpatient, and private practice which provides Jonathan with excellent qualifications as an Outpatient Supervisor. Jonathan assisted in the development of several specialty programs including Functional Capacity Evaluations, a Progressive Pulmonary program, and a Wheelchair Seating Clinic. Jonathan is a certified Orthopedic Manual Therapist, COMT, and certified in Functional Capacity Evaluations. Jonathan has been with Palomar Health since 2002.

   
Amy Walsh, MPT

Supervisor for Pomerado Hospital and Villa Pomerado

 

Amy Walsh received her Master’s Degree in Physical Therapy from Texas Woman’s University. She completed certification in Neuro-Development Treatment (NTD), Vestibular Rehabilitation from the APTA and Emory University. In addition to her clinical skills, Amy has received certification in Health Care Executive Leadership from UCSD. Amy brings valuable experience to her role as Supervisor in a multiple clinical settings including skilled nursing, in-patient and out-patient rehabilitation services where she assisted in the development of an outpatient balance and vestibular program at PMC. Amy has been with Palomar Health since 2000.

   
Lea M. Vitug RN, BSN, CCRN

Nursing Supervisor
Rehabilitation Institute at Palomar Health Downtown Campus

Lea received her RN and BSN from the Family Clinic Colleges in Manila, Philippines in 1991. Her various clinical experiences in acute care settings include Medical-Surgical, Ortho-Neuro and Skilled Nursing make her a dynamic Nurse Supervisor for the Rehabilitation Institute. She is a Certified Rehabilitation Registered Nurse. Lea joined the Acute Rehabilitation Unit at Palomar Medical Center in 2008.

   
Christine Martinez, OTR

Supervisor for Palomar Medical center Inpatient Services

Chris holds a Bachelor of Science degree from San Jose State University and has worked as an occupational therapist since 1990. She has spent her career providing rehabilitation assessment and therapy to adults, children and adolescents. She has a special interest in sensory motor development. Chris has worked for Palomar Health in the inpatient and skilled nursing settings since 2008 and leads by example in her role as Supervisor for Palomar Medical Center inpatient services.
